Open Skies Network and JEKTA have agreed a strategic partnership to develop electric amphibious air travel in the Arabian Peninsula, with operations potentially beginning in 2031.
The companies will identify locations where Regional Air Mobility can connect remote regions of the Gulf Cooperation Council with urban hubs. The partnership will focus on integrating amphibious operations into broader Regional Air Mobility and electric vertical takeoff and landing aircraft infrastructure.
Open Skies Network confirmed visits to the United Arab Emirates in January 2026 to meet partners and identify suitable locations for amphibious operations.
“The United Arab Emirates is known around the world for its visionary approach and ability to deliver world-leading infrastructure projects,” said Gareth Whatmore, chief executive of Open Skies Network. “With the first sub-30 mile electric aircraft flights likely to take place in the region before 2027, it is the perfect time to look ahead to the next phase of Advanced Air Mobility.”
Open Skies Network develops infrastructure and ecosystems supporting drone and eVTOL operations. The company has partnered with 20 UK port locations, establishing a phased-adoption roadmap supporting JEKTA’s UK market entry in 2030.
Wouter du Preez, chief investment officer at JEKTA, said the UAE and Gulf Cooperation Council region has potential for the company’s operations. JEKTA has received interest including forward sale agreements from global operators and leasing entities focused on GCC expansion.
“The PHA-ZE 100’s multiple-operating parameters, attractive per-seat economics, versatile interior configurations, and sustainable qualities will add a new mode of transport to fill gaps currently left by mobility assets that can only operate on either land or water,” du Preez said. “With the ability to operate on paved, unpaved, and water runways, we can expand routes and opportunities in the UAE, GCC, and beyond.”
