The International Business Aviation Council (IBAC) has introduced CORE, a risk management toolkit designed for small aviation operators, ground handlers, maintenance and service providers with limited team capacity.
Unlike IBAC’s IS-BAO and IS-BAH standards, CORE does not require audits, formal compliance reviews or rigid implementation timelines. The framework offers practical tools and step-by-step guidance to help small teams identify hazards, manage risk and improve safety communication within their existing operational routines.
“The CORE framework provides small teams with a practical approach to risk at their own pace,” said Kurt Edwards, IBAC director general. “Its supportive toolkit is designed to strengthen safety practices and team communication and can evolve with operations as they grow into formal safety systems over time.”
IBAC is working with participating member associations including NBAA to promote the platform. CORE was launched at NBAA-BACE 2026 in Las Vegas.
