Norwegian electric aircraft developer NOEMI Aerospace has secured EUR7 million in combined public and private funding for the flight test program of its electric amphibious aircraft, comprising EUR3 million from Innovation Norway and EUR4 million from private investors.
The funding covers ground, water and flight testing from initial system tests through to first flight and the subsequent test campaign. NOEMI said the results will document the aircraft’s performance characteristics and form the basis for certification and commercial operations.
At NOEMI’s development facility at Torp Sandefjord Airport, the company’s first full-scale test aircraft is under construction. Wing production is underway, motors, inverters and battery systems are in place, and an electric drivetrain test rig will be operational from August. NOEMI expects to roll out the test aircraft within the next 12 months and complete first flight by the end of 2027.

Leon Bakkebo, director of financing at Innovation Norway, said: “This grant is the highest awarded to a single project so far this year and illustrates both the risk and the great potential of the project.”
Eirik Sandal, co-founder and chief investment officer of NOEMI, said the grant provided external validation that strengthened the company’s position in its international fundraising process toward certification.
NOEMI’s aircraft is designed to operate from both water and land without new infrastructure, targeting electric regional passenger transport alongside cargo, medevac, search and rescue and military applications. The company recently outlined a broader platform strategy extending the aircraft into multiple mission profiles and propulsion configurations.
