North Shore Jet Center will become the sole fixed-base operator at Waukegan National Airport, joining the Avfuel Network and pledging expanded customer service for Chicago’s North Shore aviation community.
The fixed-base operator (FBO) will assume operations at Waukegan National Airport (KUGN) on October 1, 2026, becoming the airport’s sole FBO. Membership in the Avfuel Network gives customers access to fuel, payment and rewards programs, including AVTRIP and Avfuel Contract Fuel.

Steve Bowlin has been named general manager of the new FBO, leading its development and launch with more than three decades of leadership experience in the FBO industry.

North Shore Jet Center plans to remodel its existing terminal within the next year and build a new executive terminal in 2031, alongside expanded concierge services including a “Text It, Get It” program for advance transportation, catering and hotel reservations. Throughout its first year, the FBO plans customer appreciation promotions and discounts alongside refreshed food and beverage offerings.
The current facility includes a passenger lounge, on-site rental cars, U.S. Customs assistance and ramp-side vehicle access, with further upgrades planned once the remodel is complete. Customers using the Avfuel Pro Card will be able to combine fuel and non-fuel purchases into a single transaction, avoiding processing fees.
North Shore Jet Center describes itself as the newest FBO at Waukegan National Airport, backed by aviation professionals with decades of industry experience serving corporate, charter, military and general aviation customers.
